The Select Committee considering the Health and Safety Reform Bill has made improvements to the Bill so coverage of volunteers and volunteering organisations will remain as it is under the current law.
The changes recognise that volunteers contribute greatly to New Zealand communities and aim to ensure the new law doesn’t negatively affect volunteering.
Clubs will still need to determine whether they will be a PCBU or a volunteer organisation.

We have made available a presentation by Buddle Findlay which provides more guidance around the responsibilities of organisations; this can be found on the Health and Safety Reform page on the Yachting New Zealand website.
Please refer to the Health and Safety Reform page on the Yachting New Zealand website for information regarding new Bill, updates and changes and resources to help your club with its risk management.
What happens next?
The Bill will go through its remaining parliamentary debates before passing into law. The new law (the Health and Safety at Work Act) and supporting regulations will come into force several months after it is passed to give people time to prepare.
