Class Rules Update: Hansa 2.3, 303 and Liberty

Following a lengthy review by the IHCA Technical Committee and ISAF, the amended Hansa 2.3, Hansa 303 and Liberty Class Rules have now been approved and published.  The new rules apply from September 1, 2013.
